The Scope
The objective of the TA was to assist in establishing the Project Management Office's (PMO’s) project management system and implementation capabilities including technical support as well as support for preparation of PFRs, updating the technical, economic and financial analyses for subprojects, and implementation of safeguards requirements.
Our Role
An experienced multidisciplinary team was deployed by us to carry out the services. The activities performed by us included:
- Served as overall knowledge resource to the PMO and PIUs for guidance on procurement packages, updating technical, economic and financial analyses, preparation of PFRs and implementation of safeguards, bid evaluation, and contract awards;
- Assisted other consultants and new staff of the PMO and PIUs to become familiar with conceptual project design and construction issues for other power sector projects in Uttaranchal;
- Advised and assisted in setting-up project management systems in the PMO and PIUs;
- Facilitated interaction between consultants and the State Government of Uttarakhand (SGU), Uttarakhand Energy Department, Transco, Genco, and other government agencies as needed; and
- Assisted in preparing and reviewing project reports for submission to State Government, National Government, and ADB.
