From November 2021 to September 2023, we led a transformative initiative in Tunisia’s road infrastructure through the Performance-Based Contracting for Road Maintenance project. In collaboration with the General Directorate of Bridges and Roads and with support from the World Bank, we implemented a standardized contract model designed to enhance road maintenance efficiency, sustainability, and long-term resilience. This project streamlined procurement processes, optimized technical operations, and strengthened institutional capacity to ensure a well-maintained road network.
Our work began with a comprehensive preliminary assessment of road conditions, providing critical insights for effective maintenance planning. To attract and prequalify top-tier companies, we developed a Call for Expression of Interest Package, allowing the most qualified firms to participate in the tender process for performance-based maintenance of the RN4 road axis. This was complemented by the creation of a detailed tender dossier, ensuring a transparent and competitive selection process for both the maintenance contract and the associated monitoring and control mission.
Beyond procurement, our technical assistance extended to capacity building, ensuring the long-term sustainability of performance-based road maintenance in Tunisia. We conducted thorough needs assessments, designed targeted training modules, and developed structured learning schedules. Through interactive workshops and hands-on mentoring, we equipped key stakeholders with the expertise needed to implement and manage performance-based contracts effectively. Our team continuously monitored and evaluated the effectiveness of these programs, refining approaches to maximize impact.
To reinforce the success of this initiative, we provided ongoing technical assistance, ensuring smooth implementation and regular performance evaluations. We delivered detailed reports and tracked progress to maintain transparency and adaptability, ensuring that maintenance efforts aligned with performance objectives. By integrating innovative contracting methods, technical expertise, and capacity-building excellence, we laid the foundation for a more resilient and efficiently managed road network in Tunisia. This project was not just about road maintenance - it was about building the framework for sustainable infrastructure, economic growth, and long-term connectivity.
