This assignment is to provide PRODEL with corporate advisory services and supervise the implementation of an Enterprise Resource Planning (ERP) system upgrade. This consultancy is part of the Component 3.1 of the Electricity Sector Improvement and Access Project (ESIAP) in Angola, funded by the World Bank and coordinated by the Ministry of Energy and Water (MINEA). The main goal of this consultancy is to transform PRODEL into a more agile and competitive entity in the electricity sector by enhancing its corporate culture, technical efficiency, and knowledge base.
The specific objectives of the assignment include strengthening corporate knowledge across practices, content, platforms, and the engineering department through restructuring and training. Additionally, the consultancy involves diagnosing ERP update needs, incorporating new management modules, and supporting the ERP installation and customization. Another crucial aspect is identifying training priorities and needs in both corporate and technical areas to develop a comprehensive training program, which includes partnerships with international institutions. The assignment also encompasses the expansion and updating of the Laúca Renewable Energy Training Centre to include training for solar and wind energy, alongside hydroelectric generation.
As the lead firm on this assignment, tasks include delivering an Inception Report that covers diagnosis, results of mapping processes, and needs assessment, as well as implementation planning and best practices analysis. The firm is also responsible for developing a new corporate training and knowledge model, a new corporate governance model, and preparing tender documents for the upgrade of computer equipment and the ERP system. Other responsibilities involve modernizing the training center at Laúca and implementing and supervising the Capacity Building Plan (CBP). The consultancy's efforts are further detailed through tasks such as mobilizing resources, mapping existing processes, conducting capacity building, and supporting procurement processes. Regular quarterly progress reports and a final report summarize the consultancy's outcomes and achievements.
