This program, led by the Government of the Islamic Republic of Afghanistan with funding from the Asian Development Bank, aimed to enhance access to sustainable energy supplies throughout the country.

Da Afghanistan Breshna Sherkat (DABS) engaged VisionRI to assist the Project Management Office (PMO) with daily operations and oversee the implementation of the first three tranches of sub-projects under the Multi-Tranche Financing Facility (MFF). These projects include:

  • Tranche 1 features a 500-kV transmission line spanning 306 kilometers from Sheberghan to Dashte Alwan, and a 220-kV line covering 66 kilometers between Sheberghan and Andkhoy.
  • Tranche 2 consists of a 300-MW High Voltage Direct Current Back to Back Converter Station at Dashte Alwan and a 220-kV line stretching 150 kilometers from Charikar to Bamyan, which includes a 16 MVA 220/20-kV substation and a power distribution network accommodating 10,000 connections.
  • Tranche 3 includes a 100 MW Solar Photovoltaic Generation Plant located at Naghlu and Farah.

The consultancy services were organized into three primary work packages:

  1. Project Management: This included preparing a project implementation manual, establishing a computerized project monitoring program, assisting in project planning and implementation, managing finances, ensuring environmental management compliance, and preparing various progress and financial reports.

  2. Capacity Building: This involved creating a project implementation manual for training, using computerized monitoring programs, conducting capacity-building activities such as hands-on assistance, classroom training, and workshops focused on new energy technologies, and advising on safety measures.

  3. Implementation Supervision: Tasks included reviewing engineering designs, ensuring compliance with land acquisition and resettlement requirements, monitoring environmental management plans, conducting field visits and tests, overseeing the commissioning phase, and preparing provisional and final acceptance certificates.

These comprehensive efforts by DABS aimed to effectively manage and lead the delivery of energy projects in partnership with the Asian Development Bank, ensuring timely, efficient, and impactful execution.
