The eTransform Ghana Project, under the auspices of the Ministry of Communications and Digitalisation and the World Bank, focused on Digital Economy Studies spanning sectors such as Energy, Tourism, Hospitality, Leisure, Transportation, Mobility, and Local Government. The primary goal of this consulting assignment was to conduct comprehensive sector-wise research to evaluate the current scenarios and digital readiness of these sectors. This aided in identifying strategic 'quick-win sector projects' to enhance decision-making processes within the Ghanaian government.
VisionRI as Lead Firm was responsible for organizing and delivering various components of the assignment, including research and resource planning, structured programming for study conduct, and compiling information sources. The process began with scoping and conducting a literature review, followed by formulating problem statements and research questions through a brainstorming session. This set the foundation for a thorough examination of each sector.
An overarching research framework was developed, adopting a mixed-methods approach that triangulated findings from different analyses. The framework encompassed understanding sector domains, formulating hypotheses, and exploring both qualitative and quantitative data to identify critical variables.
The research approach included qualitative methods such as text and policy analysis and quantitative methods like descriptive statistics, regression, and factor analysis. Data collection involved gathering secondary literature, including peer-reviewed works and official reports, and primary data through semi-structured questionnaires, key informant interviews (KIIs), and focus group discussions (FGDs).
Data analysis, interpretation, and validation were carried out through sector-wise comparative analysis, policy gap analysis, institutional assessment, and technology needs assessment. The process culminated in compiling a first draft that included sector-wise analysis, key statistics, and policy recommendations. This draft was then presented at a stakeholder workshop, leading to the compilation of the final research report that was presented to the client and industry stakeholders.
