In 2021, we led a transformative initiative in Sri Lanka to review and enhance URP’s policies on housing allocation, transfer, and management. This assignment aimed to address critical challenges and create long-term, sustainable solutions. Our focus was on establishing a strong legal and regulatory framework to ensure fair and transparent title transfers while implementing effective maintenance strategies. We also worked to enhance financial sustainability, transparency, and fairness in the housing allocation system. Additionally, we strengthened UDA’s capacity to engage more effectively with URP beneficiaries, ensuring a more inclusive and equitable approach to urban development.

As the Lead Firm, we designed a comprehensive, data-driven strategy, starting with an in-depth root cause analysis through desk reviews, stakeholder consultations, and a representative sample survey. Smart performance indicators were developed to measure success, followed by the creation of three targeted Improvement Action Plans aimed at optimizing policy efficiency. To ensure seamless execution, we assessed UDA’s current capacity by deploying specialized tools for capacity evaluation. A tailored training program was designed and delivered, focusing on skill development and best practices, with continuous monitoring and evaluation to measure its effectiveness.

By integrating data-driven insights, stakeholder collaboration, and capacity-building efforts, this initiative has set new benchmarks for sustainable urban housing management in Sri Lanka. Through our work, we have contributed to the creation of a more transparent, financially resilient, and equitable housing system, ensuring long-term benefits for both the community and urban development stakeholders.
