VisionRI is actively engaged in the Independent Technical Audit (ITA) of the BITA Water Supply Project, a key component of the Second Water Sector Institutional Development Project (WSIDP2). In this role, VisionRI provides independent assurance concerning contract performance, design and construction outputs, risk management, governance, and internal control processes. The work includes evaluating adherence to applicable laws, policies, and procedures, which entails the review of records and document retention as well as ensuring compliance with Angolan laws and regulations and relevant guarantee-related agreements, except for safeguards policies and procedures. This initiative is undertaken in partnership with the Financial and Contract Management Unit (FCMU) of the Ministry of Energy and Water (MINEA) and the World Bank in Angola.

VisionRI's audit encompasses several key areas - The audit compliance with contract provisions, review original contracts, assess proposed changes in the scope of work, and investigate the causes of cost and time overruns. The work also includes auditing payment schedules for works, comment on the payment plans before the start of contracts and at each payment milestone, while also scrutinizing the statutory compliance of contractors and consultants.

Additionally, VisionRI reviews project progress documents and conducts detailed site inspections. These inspections involve selective reviews of BITA's detailed designs to ensure they meet Angolan design guidelines, as well as evaluating the quality of project outputs for assurance and control. VisionRI also verifies the actual progress on the ground. Alongside these tasks, VisionRI performs supporting activities to facilitate the primary audit functions, ensuring comprehensive coverage and robust audit outcomes.
