In 2021, we led a transformative initiative to upgrade and enhance the Samoa Asset Management System (SAMS) in collaboration with the Land Transport Authority (LTA) of the cuntry and the World Bank. This project aimed to centralize and strengthen SAMS, improving data accessibility and management for more effective infrastructure planning and decision-making. The initiative focused on four key areas - reviewing and deploying advanced hardware and software, migrating and cleansing existing data, updating the centerline and conducting a pilot survey, and providing comprehensive training and support.

As part of this modernization, we conducted a full evaluation of the existing SAMS database, including accessing and reviewing system data, engaging with key stakeholders, and providing strategic recommendations for optimization. Our team also prepared a detailed budget for the recommended system upgrades, developed a position paper on GIS and database integration, and supported procurement, installation, and deployment of the new system. To ensure seamless operation, we reviewed the database, created a data dictionary, and migrated existing spatial databases while integrating new data into the upgraded system. Additionally, we digitized the road centerline, carried out a pilot survey to validate enhancements, and provided tailored training and ongoing support to build LTA’s internal capacity.

Through cutting-edge technology and strategic expertise, we successfully transformed Samoa’s asset management framework, ensuring a future-ready, data-driven system that enhances efficiency and sustainability.
