From September 2021 to June 2022, we partnered with the Lesotho Electricity and Water Authority (LEWA) to enhance technical data quality and auditing through a strategic technical assistance initiative, supported by the Ministry of Water and The World Bank. Our goal was to strengthen LEWA’s regulatory capabilities, ensuring precision, efficiency, and sustainability in monitoring the technical and financial performance of the Water and Sewerage Company (WASCO).

As the Lead Firm, we played a pivotal role in developing a DLIs Monitoring Framework, enabling LEWA to conduct more effective technical audits. We also established a robust performance baseline for WASCO, leveraging key regulatory instruments such as Quality of Service and Supply Standards (QOSSS), advanced Performance Assessment Tools, and optimized Reporting Formats. Our efforts extended to designing and implementing a performance audits and procedures manual, streamlining regulatory processes, and enhancing accountability.

Beyond framework development, we conducted an in-depth review of WASCO’s technical and financial performance, assessing key indicators, tracking progress, and delivering data-driven conclusions and ratings. To ensure long-term sustainability, we led a comprehensive capacity-building program, conducting a Capacity Needs Assessment (CNA), formulating a targeted training strategy, delivering hands-on workshops, and establishing mechanisms for continuous assessment and learning.

Our work culminated in the preparation of detailed final reports, equipping LEWA with actionable insights to drive regulatory improvements. Through this initiative, we didn’t just provide technical assistance - we empowered LEWA with the knowledge, tools, and strategies to independently oversee and enhance WASCO’s performance, setting a new benchmark for regulatory excellence in Lesotho’s water and electricity sector.
