Consulting services focus on the development of the Western Area Regional Structure Plan (WARSP) for the Western Area, which includes Freetown and the Western Area Rural District. The goal of this assignment is to develop the WARSP and update the existing Freetown Structure Plan (FSP) and Western Area Rural District Structure Plan. These updates are essential to guide the long-term planning and expansion of the region. In addition to developing and upgrading these structure plans, the project also involves capacity building for the Ministry of Lands, Housing, and Country Planning (MLHCP), Freetown City Council (FCC), and Western Area Rural District Council (WARDC) in town planning aspects.
The process has included several key activities - preparation of an Inception Report, scoping and project planning, and extensive data collection, analysis, and mapping. This includes plan studies, surveys, reconnaissance visits, and baseline and land use mapping. There has also been a focus on conducting stakeholder consultations, developing and updating the WARSP and FSP, generating and evaluating structure alternatives, and finalizing and documenting the structure plans. Furthermore, a capacity development plan was created following an assessment of the capacity of MLHCP, FCC, and WARDC. This comprehensive approach ensures that the region's development is well-planned and sustainable, supported by the Ministry of Finance and the World Bank in Sierra Leone.
