The primary objective of the assignment is to provide strategic and high-level advice to IRSEA in order to achieve the improvement of regulatory activities, aiming at the consequent improvement in management and quality of services provided to the population. This technical expertise will ensure:

  • Developing the main regulatory instruments for the water and sanitation sector;
  • Proposing IRSEA’s organizational structure;
  • Designing and implementing a training program for IRSEA; and
  • Analysis of the subsidies currently being granted and the definition of the methodology to include the subsidy scheme defined by the government in the regulatory instruments to be developed.
