The objective of the assignment is to serves as baseline detailed diagnostic of the current institutional set-up, legal mandates, and functional responsibilities of MUDH, IDLG, local governments and other relevant agencies. Its aim is to inventory, analyze and diagnose by identifying gaps, performance shortfalls, and other critical challenges, followed by making sensible recommendations factoring in the local culture, practices, and capabilities.
