Monitoring and Evaluation of the impacts

We have been retained by the Sierra Leone Roads Authority to undertake the Monitoring and Evaluation (M&E) study for the Bo-Bandajuma Road Project funded by African Development Bank. The objective of the assignment is three dimensional - first, establishing the baseline situation for the major impact indicators of the project; second, interim/ intermediate assessments (follow-on studies) and third, undertaking an impact assessment at the end of the project.

The baseline study will involve:

  • Preparation of a common method statement clearly and systematically defining the impact indicators to be monitored, calculation and confirmation of Economic Internal Rate of Return (EIRR), methodology to be used by the Consultant for data collection, and detailed analytical plan of the survey data and main results tables to be established,
  • Conducting the survey involving main activities such as formation of collection teams, training of interviewers, field testing of questionnaire, collection of data in the project area of influence (Bo - Bandajuma and the associated environment),
  • Producing a preliminary report on the baseline situation involving collating and analysis of data and preparation of Report,
  • Holding of a validation workshop for the results,
  • Production of the review version of the report following the workshop, and
  • Submission of the Government-approved report to the Bank.

Interim/intermediate studies will cover follow-on surveys on the indicators agreed upon between the Consultant and SLRA for purposes of monitoring the emerging outcomes during the implementation phase of the project.

End of project assessment will cover:

  • Finalizing the Common Method Statement taking into account the problems and challenges encountered during the initial collection of data and reflecting the observations of the Government and the Bank,
  • Conducting the field survey involving the following main activities involving main activities such as formation of collection teams, training of interviewers, field testing of questionnaire, collection of data in the project area of influence (Bo - Bandajuma and the associated environment),
  • Production of the preliminary report on the evaluation,
  • Holding of a validation workshop for the results,
  • Production of the review version of the report following the workshop, and
  • Submission of the Government-approved report to the Bank
